The new Constituent Assembly must make two decisions in the very first meeting that: 1] they will not apply whip to their CA members on matters related to constituent writing; and 2] they will find out strategies to satisfy those parties who boycotted the recent CA election and try to write constitution for all Nepalese, not just for 2/3rd population supporting the big parties.
